consensus of society. The
consensus declines in diverse
societies and those captured
by special interests.

As a result, disenfranchisement
occurs. Ethnicity and ideology
dominate. The laws increasingly
become draconian in approaches,
enforcement and adjudication.

Just imagine laws passed that
please Mars the Roman god of
War. They would be sacrilegious
to Venus the god of love.
