takes an uncharacteristic
measured approach and is not
easily stampeded by domestic
politics.

traditional positions. We are
now the buccaneers and
gamblers in international
politics.

With the next Presidential
election American leadership
will assume its usual role,
going off half cocked. We
can go back to our game plan.
